(Thu. 21.03.2019) China investiert in Italien, auch mit Schweizer Geld. 習近平国家主席がイタリアを訪問、枠組み協定に署名した。その中でイタリア は「新シルクロード」のイニシアティブへの協力を発表した。EU主要加盟国と 米国の懸念にも拘らず、イタリアは中国のメガプロジェクトに参加した最初の 「G7」メンバーとなった。イタリアはトリエステ港とジェノヴァ港を含めた、 中国からの巨額の投資に望を託している。しかしEUと米国は、この計画で中国 が世界規模の勢力拡大を意図し、イタリアが欧州で中国の橋頭保になる可能性 があることを心配している。欧州への中国の投資と影響力も間接的にスイス・ マネーが使われる。報道記事に依ると、イタリアへの投資資金は「アジアイン フラ投資銀行(AIIB)」から拠出される。スイスは2015年、7億6百万ドルで 「AIIB」に資本参加し、当時議会はこの貸付を承認した。スイス政府は融資の 理由をアジアの「貧困緩和」とした。「AIIB資本」へのスイスの貢献度はかな り小さく、議決権は総資本1000億ドルの0.9%。いずれにせよ投票権は重要では ない、何故なら中国は「可決阻止少数」*で好ましくない計画には拒否権を行 使できるから。「AIIB」はこのように地政学的な権力の道具になる。今、スイ スの中道派政治家達もイタリアに対する中国の野望に対する批判の声を上げて いる。議会からは、中国の権力政治の影響力を分析しなければならないという 声が出ている。マレーシアは、223億ドルに上る「新シルクロード計画」で中 国との協力を中止した。新植民地主義は望まず、マレーシアはそれ程多額の返 済をする余裕はないから。 *注) 特定多数決方式： https://ja.wikipedia.org/wiki/%E7%89%B9%E5%AE%9A%E5%A4%9A%E6%95%B0%E6%B1%BA%E6%96%B9%E5%BC%8F Chinese State President Xi Jinping visited Italy, where he signed a memorandum of understanding; in it, Italy announced its cooperation in the initiative "New Silk Road". Italy is the first "G-7 Member", which joins the Chinese mega-project despite concerns of major EU-partners and the USA. Italy hopes China will invest billions, also in the ports of Trieste and Genoa. However, the EU and the USA are worried that the project intends to expand China's claim to global power and that Italy could become the bridge head of the Chinese in Europe. Chinese investments and influence in Europe is indirectly financed by Swiss money too. According to Media reports, the money for the investments in Italy will be provided by the "Asian Infrastructure Investment Bank (AIIB)". In 2015, Switzerland contributed 706 Mio. US-Dollars to the capital of "AIIB"; at that time the Swiss Parliament approved the loan. The Swiss Government named the "Poverty Alleviation in Asia" as the reason for the loan. The Swiss contribution to the "AIIB capital" is rather small, with an overall capital of 100 billion US-Dollars; Switzerland's voting right is 0.9%. The voting rights are not important anyway, because China, thanks to its blocking minority could veto not acceptable projects. AIIB thus becomes a geo-political power instrument. Now, Swiss middle politicians have become also critical of China's ambitions in Italy. One has to analyze the consequences of China's power politics, is the echo from the Swiss Parliament. The cooperation with China in the project "New Silk Road" was stopped by Malaysia; it amounted to approx. 22.3 billion US-Dollars. There is no desire for a new colonialism and Malaysia cannot afford to pay back so much money. Der chinesische Staats-Praesident Xi Jinping besuchte Italien, wo er eine Absichtserklaerung (Rahmenvertrag) unterzeichnete; darin gibt Italien die Mitarbeit bei der Initiative "Neue Seidenstrasse" bekannt. Italien ist das erste "G-7-Mitglied", welches sich trotz Bedenken grosser EU-Partner und der USA, dem chinesischen Mega-Projekt anschliesst. Italien hofft auf Milliarden-Investitionen aus China, unter anderem in die Haefen von Triest und Genua. Die EU und die USA befuerchten jedoch, dass China mit dem Projekt vor allem seinen weltweiten Macht-Anspruch ausbauen will und Italien zum Brueckenkopf der Chinesen in Europa werden koennte. Chinesische Investitionen und Einfluss in Europa werden indirekt auch mit Schweizer Geld finanziert. Laut Medien-Berichten soll das Geld fuer die Investitionen in Italien von der "Asiatischen Infrastruktur-Investitions-Bank (AIIB)" bereit gestellt werden. Die Schweiz hat sich 2015 mit 706 Mio. US-Dollar am Kapital der "AIIB" beteiligt; damals bewilligte das Parlament den Kredit. Die Schweizer Regierung nannte als Begruendung fuer den Kredit die "Armuts-Bekaempfung in Asien". Das Schweizer Beitrag am "AIIB- Kapital" ist eher klein, bei einem Gesamtkapital von 100 Mrd. US- Dollar; das Stimmrecht der Schweiz betraegt 0,9%. Die Stimmanteile sind ohnehin nicht wichtig, da China dank seiner Sperr-Minoritaet ein Veto gegen nicht genehme Projekte einlegen koennte. Die "AIIB" wird so zu einem geo-politischen Macht-Instrument. Nun aeussern sich auch Schweizer Mitte-Politiker kritisch zu Chinas Ambitionen in Italien. Man muss die Folgen von Chinas Macht-Politik analysieren, toent es aus dem Parlament. Die Zusammenarbeit mit China beim "Projekt Neue Seidenstrasse" stoppte aber Malaysia; der Wert betrug rund 22,3 Mrd. US-Dollar. Es sei kein neuer Kolonialismus gewuenscht und Malaysia koenne es sich nicht leisten so viel Geld zurueckzuhalen.
