49歳の医師で弁護士でもある米山隆一氏が新潟県の新しい知事に選ばれた事は
、日本の原発産業にとって大きな打撃を意味する。投票率は53.05%で、4年前
より9.1%高い(NHK)。「オール新潟の市民連合」が米山氏を支援して、528,455
票獲得、対立候補の森たみお氏は自民党の支援を受けたが465,044票しか支持を
得られなかった。ロイーターは「NHKの出口調査」を基に新潟県の選挙民の73%
が原発再稼働に反対したと報じた。新潟で反原発知事の選択は、地元住民の反
核エネルギーへの広まりを確認した。原発を段階的に再稼働しようとする安倍
政権(WSNH: 親原発ロビー)の努力は、この事で深刻な痛手を受けた。7月既に九
州でジャーナリストの三反園訓氏が新しい鹿児島知事に選挙で選ばれ、これに
依って短期間に2人目の「反原発」の知事が選ばれた。三反園鹿児島県知事は川
内原発の稼働中の原子炉2基の運転停止を公約した。新しく選出された米山知事
は新潟で泉田裕彦前新潟県知事の政策を継続する意向。世界最大の原子力発電
所「柏崎刈羽」は、「東京電力」が2011年に起きた福島第一原発の事故原因を
完全に究明し明らかにした後、初めて再稼働が許される。又、東電は柏崎刈羽
原発の避難計画を策定していない。東電は事故後日本政府に50.1%株式を引き
継がれたが、少なくとも形式上は福島原発事故費用の大半を負担する義務を負
っている。この費用は10兆円(950億スイスフラン)あるいはそれ以上と予想され
ている。しかし東電は未だに破壊された福島原発で多くの問題を抱えている。
原発の周囲の地下に巡らされた凍土壁は未だに計画通り機能していない。放射
能に汚染された地下水の浸透は別の問題で、東電は未だに解決していない。新
潟県の米山氏の選択は日本国民の反原発感情を強くする。不信感は明らかに日
本人の間に深く根付いている。[WSNH: 安倍晋三首相は福島原発の不具合は「完
全に制御されている」と2020年東京オリンピック大会の招致演説で断言した。
小泉純一郎元首相はこれを「嘘」と言った。

The election of Yoneyama Ryuichi, a 49-years-old physician & attorney
as new governor of the prefecture of Niigata, is a hard blow to the
Japanese nuclear industry. The voters turnout was 53.05%, which is
9.1% higher than 4 years ago (NHK). Yoneyama-san was supported by the
"All Niigata Civil Alliance", receiving 528,455 votes; his opponent
Mori Tamio, who had the support of the LDP-party, came only to 465,044
votes. "Reuters" reported on the basis of an "NHK exit poll" that 73%
of the Niigata-voters are against a restart of the nuclear power
plants (NPPs). The victory of an opponent of nuclear power in Niigata
confirms the broad, local resistance of citizens against the atomic
energy. The efforts of the Abe-Government (WSNH: Nuclear-Lobby
friendly), to lead Japan gradually back again into the nuclear energy,
has suffered thereby a heavy disappointment. Already in July, the
journalist Mitazono Satoshi won the election as new governor of
Kagoshima in Kyushu; that was already the second time that a "nuclear
power opponent" was elected as governor within a short time. He has
promised to shut down the two reactors of the Sendai nuclear power
plant presently in operation. The newly elected Yoneyama-san wants to
continue in Niigata the policy of the previous Izumida Hirohiko. The
world's largest nuclear facility of "Kashiwazaki-Kariwa" is only
allowed to go into operation again, if "Tepco" gives a complete
explanation and discloses the real causes of the disaster at the
Fukushima Daiichi nuclear power plant in 2011. Besides, there are
also no evacuation plans (by Tepco) for the nuclear plant
"Kashiwazaki-Kariwa". After the disaster, "Tepco" was taken over by
the Japanese State by 50.1% and is at least pro forma obligated to
bear the largest part of the costs of the Fukushima disaster. These
costs are estimated to 10 billion Yen (CHF 95 bn) or higher. "Tepco"
still fights with much problems at the destroyed nuclear power plant
Fukushima. The ice wall, which was installed underground around the
nuclear power station, still does not work as planned. Infiltrating,
contaminated groundwater is another problem, which "Tepco" has not
yet solved. The election of Yoneyama-san in Niigata strengthens the
anti-nuclear sentiment in the Japanese population. The mistrust
obviously sits deeply among the Japanese. [WSNH: Premier Abe Shinzo
promised that the crippled Fukushima nuclear plant was "under
control" in his speech for Tokyo to host the 2020 Olympic Games. Ex-
premier Koizumi Junichiro called that "a lie".]

Die Wahl von Yoneyama Ryuichi, einem 49-jaehrigen Arzt & Anwalt zum
neuen Gouverneur der Praefektur Niigata bedeutet ein harter
Rueckschlag fuer die japanische Atom-Industrie. Die Wahl-Beteiligung
betrug 53.05%, dies ist 9.1% hoeher als vor 4 Jahren (NHK). Der von
der "All Niigata Civil Alliance" unterstuetzte Yoneyama-san erhielt
528,455 Stimmen; sein Gegner Mori Tamio, welcher die Unterstuetzung
der LDP-Partei hatte, kam nur auf 465,044 Stimmen. "Reuters" meldete
basierend auf einen "NHK exit poll", dass 73% der Niigata-Waehler
gegen ein Wieder-Anfahren (Restart) der Atom-Kraftwerke (AKWs) sind.
Die Wahl eines Gegners der Kernkraft in Niigata bestaetigt den
breiten, lokalen Widerstand der Buerger gegen die Atom-Energie. Die
Bemuehungen der Abe-Regierung (WSNH: Atom-Lobby freundlich), Japan
stufenweise wieder in die Atom-Energie zu fuehren, erlitten damit
eine schwere Enttaeuschung. Bereits im Juli gewann der Journalist
Mitazono Satoshi die Wahl als neuer Gouverneur von Kagoshima in
Kyushu; damit wurde schon zum zweiten Mal innert kurzer Zeit ein
"Atomkraft-Gegner" zum Gouverneur gewaehlt. Er hat versprochen die
zwei in Betrieb stehenden Reaktoren des Atomkraft-Werks (AKW) Sendai
abzuschalten. Der neu gewaehlte Yoneyama-san will in Niigata die
Politik des bisherigen Izumida Hirohiko weiterfuehren. Die weltweit-
groesste Atom-Anlage von "Kashiwazaki-Kariwa" darf erst wieder in
Betrieb gehen, wenn "Tepco" eine vollstaendige Aufklaerung ueber die
wahren Ursachen fuer die Katastrophe im Atomkraft-Werk Fukushima
Daiichi im Jahr 2011 gibt und offenlegt. Es bestehen zudem keine
Evakuierungsplaene (von Tepco) fuer die Atom-Anlage "Kashiwazaki-
Kariwa". "Tepco" wurde vom japanischen Staat nach der Katastrophe zu
50,1% uebernommen und ist wenigstens pro forma verpflichtet den
groessten Teil der Kosten der Fukushima-Katastrophe zu tragen. Diese
Kosten werden auf 10 Bio. Yen (95 Mrd. CHF) oder hoeher geschaetzt.
"Tepco" kaempft jedoch weiterhin mit viel Problemen beim zerstoerten
AKW-Fukushima. Die Eiswand, welche unterirdisch rund um das AKW
gezogen wurde, funktioniert weiterhin nicht wie geplant.
Eindringendes, verstrahltes Grundwasser ist ein anderes Problem,
welches "Tepco" noch nicht geloest hat. Die Wahl von Yoneyama-san in
Niigata staerkt die anti-nukleare Stimmung in der japanischen
Bevoelkerung. Das Misstrauen sitzt offenbar tief bei den Japanern.

新潟知事戦で、NHKは自公候補が本命の様に報道、白熱選挙戦などまるで無
いかのように無視し続けた。当初泉田知事が続行に意欲を示しながら、長期
にわたる新潟日報の理不尽な攻撃で撤退せざるを得なかった事情には触れも
せず! NHKの年金基金は大量の東電株を保有していると言われているので、
自由に報道も出来ず? 選挙で確かな民意を示せば、驕りの原発ロビーは敗
退するという証明になった。地方からジワジワと民意を示せば、中央政界も
変えられる筈だ。東京の小池知事の改革は小泉劇場にも似た、見せかけに見
える。東京都民は目くらましに気付いて欲しいものだ。(A.H.)
