(Thu. 30.11.2017) 標高1,300mの日当たりの良い斜面に在るヴァリスの牧歌的な山村アルビーネン は、人口流出と闘っている。現在未だ村に住んでいる人々は240人。2人の小学 生と5人の中学生はバスでロイケルバードとロイクの学校に通っている。今こ の自治体は、絵の様なヴァリスの村を消滅から守る為に新しい住民を誘致しよ うとしている。自治体はアルビーネンに家又は分譲集合住宅を建てる人に住宅 補助金を支給する。1人につき2万5千スイスフラン(約250万円)、夫婦は5万ス イスフラン(約5百万円)、建設開始後10年間に生まれた子供1人につき1万スイ スフラン(約100万円)支給される。子供2人の家族には合計7万スイスフラン(約 7百万円)贈られる。しかし、未だ幾つかの満たされなければならない条件があ る。新しい住民は45歳以下で、アルビーネンに少なくとも20万スイスフラン (約2千万円)投資しなくてはならないし、10年以内に村から出て行くと返金し なければならない！外国人には永住権Cが必須。SRFラジオによると、自治体に はおよそ3,000件の問い合わせEメールが寄せられており、人々が近隣諸国から さえ訪ねて来たり、お金を受け取ろうと来る者が居る！このアイディアは、自 治体に発議を提出したアルビーネンの若い住民グループによるもの。2017年11 月30日、住民集会でこの議案は71対29で承認された。有権者数は101名だった。 自治体はこの対策で今後5年間に5家族から10家族の若い家族が村に移り住むよ う期待している。そうなれば、学校も再び開校される。英国メディアは「スイ スの村」について大々的に報じた。 (出展：2017年11月30日付 srf.ch) The idyllic mountain village of Albinen in the Valais, located on a sunny mountain slope at 1,300 meters, struggles with the exit; today there are still 240 people living in the village. Two primary school- and five upper school children take the bus to Leukerbad respectively to Leuk to attend school. Now, the municipality wants to attract new residents with money to protect the scenic Valais village from extinction. The municipality pays people who build a house or a condominium apartment in Albinen (VS) the following housing subsidy contributions: A single person receives CHF 25,000 (approx. Yen 2.5 Mio.), couples receive CHF 50,000 (approx. Yen 5 Mio.) and per child born up to 10 years after the start of construction CHF 10,000 (approx. Yen 1 Mio.). A family with 2 children would be presented with a total of CHF 70,000 (approx.Yen 7 Mio.). However, some conditions will have to be met: The new residents must be under 45 years old and have to invest in Albinen VS at least CHF 200,000 (approx. Yen 20 Mio.). Anyone who moves away from the village within ten years must pay back the money! The permanent residency C is necessary for foreigners. According to SRF-Radio, the municipality received about 3,000 e-mail inquiries and people, even from neighboring countries came by and wanted to pick up the money! The idea came from a group of young villagers of Albinen who submitted an initiative to the municipality; on November 30, 2017, the Municipal Assembly approved this motion by 71 votes to 29. There were 101 voters present. The municipality hopes to be able to settle five to ten young families in the village with these measures over the next 5 years. Then even the village school could be reopened. English media reported extensively on the "Swiss Village". Das idyllische Bergdorf Albinen im Wallis, an einem sonnigen Berghang auf 1'300 Meter gelegen, kaempft mit der Abwanderung; heute wohnen noch 240 Personen im Dorf. Zwei Primarschul-Kinder und fuenf Oberstufen-Schul-Kinder fahren mit dem Bus nach Leukerbad respekive Leuk in die Schule. Jetzt will die Gemeinde mit Geld neue Einwohner anlocken um das malerische Walliser-Dorf vor dem Aussterben zu bewahren. Die Gemeinde bezahlt Personen, welche in Albinen (VS) ein Haus oder eine Eigentums-Wohnung bauen folgende Wohnbau-Foerderungs- Beitraege: Eine Einzel-Person bekommt CHF 25'000 (ca. Yen 2,5 Mio.), Paare erhalten CHF 50'000 (ca. Yen 5 Mio.) und pro Kind, das bis 10 Jahre nach Baubeginn zur Welt kommt CHF 10'000 (ca. Yen 1 Mio.). Eine Familie mit 2 Kindern wuerde mit insgesamt CHF 70'000 (ca. Yen 7 Mio.) beschenkt. Es gibt allerdings noch einige Bedingungen, welche zu erfuellen sind: Die neuen Einwohner muessen unter 45 Jahre alt sein und in Albinen (VS) mindestens CHF 200'000 (ca. Yen 20 Mio.) investieren. Wer innerhalb von zehn Jahren wieder vom Dorf wegzieht muss das Geld zurueckzahlen! Die Niederlassungs-Bewilligung C ist fuer Auslaender notwendig. Laut SRF-Radio bekam die Gemeinde etwa 3'000 E-Mail-Anfragen und Leute, sogar aus dem benachbarten Ausland kamen vorbei und wollten das Geld abholen! Die Idee stammte von einer Gruppe junger Einwohner von Albinen, welche bei der Gemeinde eine Initiative einreichten; am 30. November 2017 hat die Gemeindeversammlung diesem Antrag mit 71 gegen 29 Stimmen zugestimmt. Es waren 101 Stimmberechtigte anwesend. Die Gemeinde hofft, mit diesen Massnahmen in den naechsten 5 Jahren, fuenf bis zehn junge Familien im Dorf ansiedeln zu koennen. Dann koennte sogar die Schule wieder eroeffnet werden.
